Can no longer create tokens?

I’m trying to use to create an integration between Clickup and Mattermost. To do this I need to provide Make a token for our MM instance, so I’m following the directions here:

However, when following these directions, it seems I don’t have a way of being able to create a token, even as an admin:

How can I create a token?

you need to enable PATs first in System console → Integrations → Integration Management → Enable Personal Access Tokens.
Once you’ve enabled them there, you can create one for your user when you click on your profile picture in the top right corner (not inside the system console!) → Profile → Security and there it shows “Personal Access Tokens” at the bottom:
