Increasing message size arbitrarily from 16383 chars?

The current limit is set to 16383 characters:

Eliminate 4000 character per message (message length)

How can we arbitrarily increase this amount via the database? It would also be helpful to actually control his via the admin web console vs having a fixed amount.
