Failed to ping DB connection refused - New Install

I’m receiving the error message "Failed to ping DB, server will exit err=dial tcp 192.168.1.6:3306: getsockopt: connection refused when running the command sudo -u mattermost ./platform

This is a new install on Ubuntu Server 16.04. Any help is much appreciated.

*Update - Changed the ip address from 192.168.1.6 to 127.0.0.1 and it is working now.
