Is there any way that I a user can forward a message from one channel to another, without inviting outside users? For example, one channel admin from first channel and another channel admin on second channel were experiencing an issue because first channel did not want to add people to the private channel, but needs to share a model in which one of first channel members had posted.

As a system admin, I suggested to create another channel or use direct messaging. They suggested not too.

Do you have a better idea on this topic?

Yes, what you suggested seem to be the best options currently (creating another channel / Group Message channel or using Direct Messaging). There is also a feature request to move messages from one channel to another, but we haven’t implemented it yet: https://mattermost.uservoice.com/forums/306457-general/suggestions/11080068-move-a-message-to-another-channel.
