Is it possible to configure Mattermost to ensure users cannot create private or public channels - in essence, limit their usage to just direct messages and whatever channels the sys admin creates?

Yes, but it depends on your server version:
On v4.10 and earlier, you can use these settings (not 100% sure if these are only available in Enterprise Edition or not):

On v5.0 and later, you can use Advanced Permissions (Enterprise Edition only):
Why are all the newest userful features being allocated to the Enterprise Version only?
If you are forcing us to pay for the enterprise version, then why would we not just go with Slack to more established and feature rich solution?
