I disabled the ability for all members to create anything, including teams, through the system console and system administrator permission.
However, in my version (cloud-2023-03-29-1), newly added members are still able to create teams.
The question is why users are able to create channels and how to disable this via system console

Did you maybe make the newly created members sysadmins?
Here is a screenshot of my settings, and I don’t have the “create teams” option. What could be the reason for this?
You’re in the “Team Scheme” which is only relevant for the team you’re currently in. You need to go to “User Management” → “Permissions” and change the permissions for “All members” in there.
