I can confirm that the feature to play inline mp4 in the desktop app is available in the latest Mattermost Desktop App version 4.4 that you can download from the Mattermost Downloads page when you click on the uploaded file.
Can you please confirm if you are facing an issue with the desktop app or rather the web browser instead?
