I’m unable to manage team members for any channel other than Town Square. Even when I’m in another channel and I click the down arrow next to the channel title, and then Manage Members, it opens a modal to manage team members for Town Square.
Not able to reproduce this, what version are you usiing?

Here’s a screenshot where I used the channel dropdown and chose Manage Members, but it ends up bringing up the modal with the Town Square members and lists every member in the team.
This might be related to a bug in v1.2.1 where the Add Members modal had some cross-contamination between channels. The issue was fixed in v1.3, so upgrading may fix the problem.
