Some users can't select a team after login

Summary

Two of the users can login but cannot select the team they want to join. The rest of users have no issues. We are using GitLab Omnibus for authentication.

Steps to reproduce

We don’t really know how we got to this point, so it is somewhat of a guessing game.

  2. Database Schema Version: 6.5.0
