I deployed mattermost with docker a couple days ago and the server version is on 7.8.15. Anyway upgrading that to the latest version, or would I be better off deploying with Ubuntu?

Yes, you can upgrade just changing image tag
image tags are available on docker hub https://hub.docker.com/r/mattermost/mattermost-team-edition/tags
