Full editor not visible?

Hi, I am running self-host server (9.9.0) with my latest client (5.8.1)

I am not seeing the rich text editor option mentioned here: Format messages - Mattermost documentation

My “Enable Post Formatting” is enabled as well.

Thoughts/suggestion is appreciated.
