Message toolbar sometimes not displaying

Hi all,

server 5.3.0
browser safari in iOS 11.4.1

Sometimes the message toolbar doesnt get populated. Instead you get a empty toolbar.

I’m not able to reproduce this on a similar environment (server 5.3.0, browser safari in iOS 11.4.1) - is there any further information you can help share for reproducing this issue?

I can replicate it on prerelease server.

This issue seems to be happening on iPad only.
